Research and pornography

On one hand, I would say that sneaking a ban on researching pornography in an appropriations bill is dumb. On the other hand, I would say this line is dumb:
Congress shouldn’t dictate what topics are worthy of investigation. Excising Internet pornography from the realm of things researchers should examine when working to understand the human body and mind places unnecessary barriers on scientific curiosity.
The whole point of Congress is to decide what the government should do. That's why we have it. They're not saying in this bill that researchers can't research pornography, just that government researchers can't.
